The Winchester Planning Board approved the Master Plan Phase I Report on April 8, 2010. See "Master Plan Phase I Report" below for links to the report. The new master plan replaces Winchester's last master plan, which was completed in 1953.
The Master Plan is being developed in phases:
- Phase I focused on housing, neighborhoods, the town center, and economic development-issues of critical concern during this time of economic crisis and for the long-term viability of the town.
- Phase II will address transportation and circulation; open space and recreation; historic and cultural resources; natural resources; municipal facilities; services and infrastructure; and governance of development.
