Town Center Parking Plan

Over the past several years, the Winchester Board of Selectmen in conjunction with the Winchester Chamber of Commerce, has been overseeing the implementation of new parking regulations in Winchester Town Center. The Town Center Parking Plan has included changes to the number and location of permitted parking spaces for Town residents and Town Center employees, changes to on-street parking regulations, and the future implementation of long-term parking pay stations at several locations.

Parking Permits

The Winchester Engineering Department administers the Town Center Parking Permit Program. Permits are issued quarterly (January – March, April – June, July – September, and October – December) or annually (July 1 – June 30); and are available to Town Center Employees (with proof of employment) for $10 per permit, and to Winchester residents utilizing the MBTA Commuter Rail (with proof of residency) for $125 per quarter. The permits do not guarantee a space at any time, and no refunds or replacements are given for lost permits. The permits are transferable between vehicles.

Permit parking is allowed in the following lots and on-street locations, in accordance with posted signage and hourly restrictions:

  • Jenks Center / Mount Vernon Street Lot
  • Lower Aberjona Lot
  • Shore Road
  • Bacon Street near the Wedgemere Commuter Rail Station
  • Dix Street and School Street
  • Main Street near Wedge Pond and Stop & Shop
  • Public Safety Lot
  • Church Street (west of School Street) 
  • Vine Street (Adjacent to First Congregational Church Parking Lot) 
  • Park Street (North corner of Park Street & Elmwood Ave)

Parking spaces in the Aberjona and Waterfield Lots may be limited due to on-going and upcoming construction projects. For information on these projects and potential impacts, please click here.  .

Upper Aberjona, Laraway Road, & Cullen Lot Pay-by-Space Program

 The Town has implemented a Pay-by-Space parking system in the Upper Aberjona Lot, Cullen Lot (off of Shore Road), and along Laraway Road near the Town Common. More information about this program and a map can be found here (PDF).

Wedgemere Commuter Rail Station Pay-by-Space Program

Effective October 1, 2013, the Town of Winchester, in coordination with the Department of Conservation and Recreation (DCR), implemented a pay-by-space parking program at the Wedgemere Commuter Rail Station parking lot. Daily parking is available for residents and non-residents using two pay stations at a rate of $5 per day. Additional information is available at the following link.

Town Center Space Hopping Regulation

In 2013, the Select Board approved a regulation against “space hopping” in the Town Center, as follows:

“No person shall move a parked vehicle consecutively from one space to another space in the same location, with the intent of circumventing the posted time limits. Location shall mean any legal parking space in the Town Center parking area, shown on the map attached.”
