The Board of Health is responsible for the formulation and enforcement of rules and regulations affecting the environment and public health. The three members are elected to serve 3-year terms.
Ref: Massachusetts General Law Chapter 111 and Winchester Home Rule Charter, Article 3 Section 3-5: “Powers and Duties - The board of health shall be responsible for the formulation and enforcement of rules and regulations affecting the environment and the public health. It shall have all of the powers and duties given to boards of health under the constitution and general laws of the Commonwealth, and such additional powers and duties as may be authorized by the charter, by by-law or by other town meeting vote” (p.9 of ‘Charter’).
The Board of Health appoints the Director of the Health Department as its ‘Agent’. The Director of Public Health ensures compliance with State public health mandates and implements policies set by the Board
