The Town has been exploring building more affordable housing as way to help support and revitalize the town center for nearly a decade starting with a 2011 Town Center Housing Study , Central Business District rezoning in 2015 and more recently a 2018 Housing Production Plan . In 2019, the Town embarked on a process to seek qualified developers to lease almost one acre of land owned by the Town and located next to the Commuter Rail Station on Waterfield Road. This multi phased process started with Request for Qualified Developers and these only those developers that were pre-qualified were invited to submit proposals.

Their proposal (CIVICO proposal) consists of 60 total units, including 40 affordable housing units, ground floor retail space, a courtyard, and two levels of parking. Their development was chosen for its beautiful design, commitment to affordable housing, highest amount of parking and also one of the lowest building heights of all the proposals.
