[ARCHIVED] PLANNING BOARD PUBLIC HEARING - AMENDMENTS TO TOWN ZONING BYLAWS

 The Winchester Planning Board will hold a public hearing pursuant to MGL Chapter 40A, Section 5, to discuss proposed amendments to the Town’s Zoning Bylaws.


Seven articles are proposed for the Fall Town Meeting of 2020 (1) AMEND Section 3.2.1 to allow home occupations in accessory buildings. (2) AMEND Maps 7.3.1 (Center Business District) and 7.3.2 (By-right Heights) by (a) creating a new West Core subzone and moving parcels 9-123, 9-124, 9-125, 9-131, 9-132, 9-135, 9-136, 9-294 (Addresses: 25 Elmwood Ave, 584 Main St, 600 Main St, 612-626 Main St, 632 Main St, 648-654 Main St, 7 Park St, 63 Vine St) from the North Core into the West Core, (b) moving parcels 9-138, 9-139, 9-140, 9-119, 9-178:9-185, 9-295:9-304 (Addresses: 10-12 Park St, 18-20 Park St, 22 Park St, 9 Elmwood Ave, 30 Elmwood Ave, 38-40 Elmwood Ave, 29 Vine St, 35 Vine St) from the North Core into the Town Common as shown on the attached maps and adding associated descriptions and dimensional requirements in 7.3.10.2 Areas, 7.3.11.3 Table of CBD Use Regulations, and 7.3.12 Dimensional Requirements. (3) AMEND Map 7.3.3 (Planned Unit Developments) to remove parcels 9-124, 9-125, 9-131, 9-132, 9-135, 9-136 and 9-294 (Addresses: 584 Main St, 600 Main St, 612-626 Main St, 632 Main St, 648-654 Main St, 25 Elmwood Ave) from the PUD2 overlay district. (4) ADD a definition of “Natural Resource” to Section 10. (5) ADD a new Section 4.5 Flexible Zoning regarding Natural and Historic Resources. (6) ADD the Disability Access Commission as a review authority for all Special Permits, Site Plan Reviews, and Variance applications. (7) AMEND Section 9.5.8 by replacing “special permit” with “site plan.”
